Of course they can. This is no different than waiting to catch speeding subway marked police car behind trees or shrubs - happens all the time! Or policewomen used as street prostitutes to win "customers". Or wait for the police while driving a car turbo WRX by stopping at red lights to see if the race will be challenged to play down the green light - as they can. Here, too, happens all the time!
I think it's just a case of police getting smarter and the resources they can to prevent crime. The days of all police cars are easy to spot, with large red and blue lights on the roof are gone.
